Bread Flour will not Rise

So I tried this bread flour twice, the first time it rose slightly but nothing like it should. The second time very little even after 4 hours! It deflated once I removed the rag on top, did not rise when baked either. My yeast is fine, I use for many other things and don't have a problem. For the price I was very disappointed and am trying another site with hopes for a better outcome. I did use the APF for cookies and they turned out great, maybe I should try the APF for bread as well?

Definitely a great flour for my sourdough bread. Even my husband tasted the difference. My bread had a crispyness and bubbled beautifully. The smell was so good we didn't even wait for the bread to cool down.
